New Playbooks for a Connected World

A new generation of cybersecurity laws is reshaping expectations for critical industries and digital products. In Europe, the Cyber Resilience Act and the review of the Cybersecurity Act signal a shift toward harmonised requirements for products and services, while other initiatives in the North Atlantic and Indo-Pacific region reveal differing approaches to accountability, assurance and procurement. This panel will explore how these legislative paths intersect globally, how certification and labelling fit within broader strategies, and what measures are truly needed to build resilience and enhance trust in digital solutions across regions.

Assistant Chief Executive (National Cyber Resilience), Cyber Security Agency of Singapore

Dan Yock Hau is the Assistant Chief Executive (National Cyber Resilience) at the Cyber Security Agency of Singapore. 

As ACE (NCR), he leads the Operations Cluster to oversee the operational readiness, resilience and protection of Critical Information Infrastructure (CII). This includes governance of CII operators, threat monitoring of cyberspace, incident response, and working with other government agencies to ensure coordinated efforts against cyber threats to Singapore. He also oversees the Safer Cyberspace Division which develops policies and engagement programmes to support enterprises and individuals in strengthening their cybersecurity preparedness.

Deputy Director, National Cyber and Information Security Agency

Martina Ulmanová has been with NÚKIB since its inception, where she led the Exercises Department for many years and was responsible for preparing and delivering national and international exercises.  

Since December 2025, she has served as the Deputy Director of NÚKIB, heading the Strategic Affairs and Engagement Division. In this capacity, she is responsible for driving national strategy and policy development, organizing exercises and training, conducting research and development, fostering international cooperation, and overseeing cybersecurity analytics.  

Martina Ulmanová graduated in Security and Strategic Studies from the Faculty of Social Studies at Masaryk University in Brno. Throughout her professional career, she has specialized in the field of cybersecurity.

Pavel is a cybersecurity researcher and a former diplomat with a decade of experience in Internet and digital governance and currently serves as Cyber Capacity-Building Coordinator for Asia Pacific at UNIDIR Bangkok Office. Prior to joining UNIDIR Security and Technology Programme, Pavel worked with the Cybersecurity Tech Accord and Microsoft as a Senior Project Manager, leading several projects and supporting private sector engagement with the UN on digital policy. Prior to joining the private sector, Pavel served as a Policy Coordinator at the Czech Ministry of Foreign Affairs responsible for cyber and digital policy.
