Different Paths to Cyber Resilience: Perspectives on Capacity Building Across Regions

Join an engaging roundtable on how countries are building and strengthening cybersecurity capacities through diverse national and regional strategies. The discussion will focus on the perspectives of receiving countries, exploring how differing political priorities, institutional settings, and partnership models shape their paths toward greater cyber resilience.

 

Speakers will discuss experiences ranging from cooperative, partnership-driven efforts to more centralized and state-directed approaches reflecting the varied realities of today’s cybersecurity landscape. The session will highlight key lessons, persistent challenges, and opportunities for deeper collaboration across Latin America, the Indo-Pacific, Africa, the Middle East, and Europe.

Kolek Netolická

Cyber Attachée for the Indo-Pacific, NÚKIB and Co-Founder Women4Cyber Czechia

Veronika Kolek Netolická serves as the Cyber Attachée for the Indo-Pacific at the National Cyber & Information Security Agency and is a co-founder of Women4Cyber Czechia. She previously headed the National Strategy and Policy Unit, where she led the development of the National Cyber Security Strategy 2021–2025 and key national initiatives on supply chain security.  

She holds a doctorate in Political Science (Security and Strategic Studies) from Masaryk University, specializing in cybersecurity threats and risk governance. In 2018, she completed a long-term research stay at Ho Chi Minh University of Technology.  

Veronika is an alumna of the Program on Cyber Security Studies at the George C. Marshall European Center for Security Studies, the UN–Singapore Cyber Fellowship, and the Young Leaders Program at the National Graduate Institute for Policy Studies in Tokyo, Japan, where she earned a master’s degree in Public Policy in 2021. She is also a member of the Advisory Board of EU-CyberNet.

Legal expert specialized in business and new technologies law with more than 20 years of experience. Among his functions, he has served as Director of Cybersecurity, Electronic Commerce and Digital Signature of the Dominican Institute of Telecommunications and is currently serving as Regional Manager of the Latin America and the Caribbean Cyber Competence Center (LAC4).

Senior Expert on Cybersecurity, e-Governance Academy

Taimar Peterkop works as a Senior Expert on Cybersecurity at the e-Governance Academy. Taimar advises public sector organisations on strategic governance planning and crisis management, building a secure and resilient digital government, and on implementing secure cross-border digital solutions.  

Taimar Peterkop was Secretary of State of the Republic of Estonia from 2018 to 2025 and in that role was responsible for supporting the Estonian Government, and the Prime Minister, as well as running the Government Office and in that capacity he coordinated the comprehensive approach to security. Before that, since May 2015 he was in charge of the Estonian Information System Authority, a government agency responsible for core e-government systems (eID, X-Road, etc.) and cybersecurity. 

He graduated from the Faculty of Law at the University of Tartu and holds a master’s degree in strategic studies from the United States Army War College.
