GNSS Jamming: A Growing Threat to National Critical Infrastructure

Incidents of intentional and unintentional jamming and spoofing of Global Navigation Satellite Systems (GNSS), which underpin vital sectors such as transportation, energy, telecommunications, and emergency services, are on the rise. Experts on this panel will discuss real-world cases, technical vulnerabilities, and the cascading effects of GNSS outages on critical infrastructure, national security, and public safety. The session will also highlight current mitigation strategies, legal frameworks, and possible measures the international community can adopt to strengthen GNSS resilience amid an increasingly contested signal environment and rising geopolitical tensions.

Deputy Chairman of the Board of Communications Regulatory Authority of Lithuania

Darius Kuliešius is the Deputy Chairman of the Board of the Communications Regulatory Authority of Lithuania (RRT) and a member of the Board of Supervisory Institutions’ Association of Lithuania.   

He previously served as an Advisor to the President of the Republic of Lithuania and has held various positions within the Ministry of Transport and Communications and the Ministry of the Interior. Mr. Kuliešius has also served as a board member of several state-owned enterprises.   

In RRT, Mr. Kuliešius supervises the areas of spectrum management, spectrum monitoring, postal services, electronic communications, AI and other digital connectivity issues and takes leadership in the implementation of network resilience measures, including national roaming, D2C solutions as well as GNSS interference challenges in Lithuania.

Deputy Director Spectrum, French Spectrum Authority

 Catherine Gabay holds the position of Deputy Director of the Spectrum Monitoring and Enforcement Directorate of the French Spectrum Authority (ANFR). She participates in the definition and follow-up of ANFR’s strategy for policing the spectrum and responding to the increase in the number, complexity and criticality of radio frequency interference (RFI) which constitutes a cyber-attack in itself. 

Catherine Gabay participates in national working groups and European and international fora (CEPT, EC, ITU) to enhance the capacities to fight the threat of RFI. She is particularly dedicated to securing GNSS frequencies and fighting the spread of illegal jammers.   

She also takes a very active part in the development of pedagogical material and actions aiming at lowering the risk and impact of interference, such as the book ‘Radio Frequency Interference: ANFR investigates!’.   

Catherine Gabay graduated from CentraleSupélec in France. Afterwards, she obtained a Master of Science in Communications at Imperial College, London.   

She received a postgraduate professional degree in Industrial Marketing and a postgraduate professional degree in International Trade at Conservatoire National des Arts et Métiers in Paris.

Chris Loutsaris is a Senior Services and Programme Manager at Spirent, with over 20 years of experience delivering complex, mission-critical programmes for enterprise and government customers. He currently oversees an ESA-NAVISP initiative focused on the strengthening of the resilience and assurance of Positioning, Navigation, and Timing (PNT) systems in critical national infrastructure. His work includes validating GNSS-dependent systems under cyber, interference, and degradation scenarios, with a strong emphasis on timing integrity and operational resilience.
