State actors’ cyber operations have moved far beyond espionage. They underpin a strategic push to control digital infrastructure, dictate global standards, and steer information flows. This approach challanges open models of technology and governance. The panel will assess implications for cybersecurity, internet freedom, and national resilience, and discuss cooperative strategies for democratic nations to uphold a secure and rules-based digital environment.

Jason Huang from the Administration for Cyber Security, Taiwan, is mainly responsible for international cooperation and cybersecurity law enforcement.

Deputy Director for Strategy, Institute of Higher National Defence Studies

Vincent Loriot is a graduate engineer from EPITA (2001). He joined a major player in the aerospace and defence sector in 2001, where he spent the first part of his career. During this time, he held various responsibilities on programs with a strong cybersecurity focus, primarily in the defence sector. 

He joined ANSSI at the end of 2018 as head of the Cyber Risk Management office. In 2020, Vincent Loriot became deputy head of the Digital Security Management division, then head of the same division in 2021. In 2023, he attended the national session on economic defence and security; at the IHEDN (Institute of Higher National Defence Studies). He became deputy director for Strategy in April 2024.

Michael Myklín is the Director of the Central Analytics Department at the National Cyber and Information Security Agency (NÚKIB) of the Czech Republic. The department is responsible for data collection and the creation of analytical reports on cyber attacks and cybersecurity trends for decision-makers, as well as for Czech and international administrative bodies.
